Did they do this because of the tax cuts or were they planning this for awhile now? It doesn't seem like the tax cuts were talked about for that long before they were passed.

I see guys I know work at Wal-mart waiting for the bus in all weather. They won't turn down $1,000.

It's one of those things where the news presents some information, and lets the readers/viewers draw lousy conclusions.
