I said harsh and horrible, not psychopatic or sadistic. One can think of all kinds of inventive ways to punish a human being, after all. #3 the mental cpacities to make this determination by itself

After you cut the hand off a thief, what are his options for a "legit source of income"? Please explain whats going to happen after the psychopathic and sadistic maiming of this poor individual was done.

How is mutilation helping the strength of your nations?  And to follow up if I may, if Islam is the way to God, how do the theocracies, monarchies, and warlords who follow it remain divided and so frequently at war with each other?

Islam is not "God trying to win a battle"; it is God "teaching humans how to win in the afterlife".

God already has everything under his control; life is supposed to be like this: it is supposed to a place where the good humans battle the evil ones, over and over until judgement day comes.
Mutilating thieves is God's solution to humans to stop and prevent theft so we may live peacefully, "we" humans; not God. 

The people who claim to be "Muslims" -like me or like Arabs or like any person claiming to be a Muslim- are not necessarily Muslims. Talk is cheap and it's not evidence on anything to honest.
