Woman don't have dicks because of biology. The character you mention doesn't have a dick due to a shotgun blast. He likely has nerve damage associated with the wound, in the same way that certain types of back injuries can lead to impotence.

I can remember once sneezing so hard my back gave out. If that can happen, I can easily imagine that the bullet that blew off his dick can cause damage to nerves and muscles and shit that are just adjacent to it.

Season four off You. My guess as to who's the one dunnit is Nadia. If you're having Joe focus on everyone else, it's probably not any of them. Therefore, Nadia, who's basically there guiding him in the wrong direction and away from her.
