So to clarify some points raised:
When you sign up to the forums, that doesn't count as a username change. So if you are unhappy with your original username you can change it at any time.
Once you have made a username change, you cannot make another one for 365 days. I thought the wording I chose was clear, but in case it's not: no, that doesn't mean you only have to wait till the next January 1st, you have to wait the full 365 days.
Whilst 1 username change per year may seem unusually restrictive, please remember that you can ask the staff to change your username at any point. As long as the reason is a good one, we will likely grant the request.
As for people who were intending to change their username and now cannot for a longer time, please contact the staff with a request.

As per the new rules, a moderator requested that I change my username to something that wasn't all emoji. If I were to decide within the next year that I wanted something different, would I be able to, or was that my one change for the Year of our Lard, 2014?

These new user name change rules are causing more confusion and consternation than all us name changing unruly fucks did in the first place.
I think the grand poobah, Tiberius, has just gotten tired of trying to herd cats and thinks an iron fist in the face might do the trick.

If the purpose of the form is to facilitate communication, and the allowance of Unicode code points allows one to have a more appropriately represented name, why should we allow a bunch of meaningless symbols to constitute an identifier?
Unfortunately there is no software to tell the appropriateness between "卐卐卐卐!!!" and "Charles André Joseph Marie de Gaulle".

Anticipating the problem of address, I did alter my custom title to inform people that I was Ryantology and that I would continue to answer to it. Given that, and the fact that it didn't break the forum, I didn't really see a problem with a little unorthodox nomenclature.
And if they didn't catch that, people here probably know Titty Trollin' Jesus better than they know me or the things I say.
