Why even get into the nonsense of whether or not there was a flood when currently science has shown that somewhere in the region of a third of all human fertilised eggs are spontaneously rejected/aborted by the body - often with the woman not even knowing she was pregnant. If life starts with conception as the pro-life lobby asserts, then God is indeed wicked, or has a very high failure rate when it comes to live births. Any worker in any industry who performed so inefficiently would be summarily be sacked.

The bible is pro death, pro genocide, pro war, pro slavery, anti-women, anti-children and basically anti anything the ancient Israelites - and their earlier ancestors - hated or coveted.

Hosea 13:16 are verses taken out of the context of the passages in chapters 11-13. God is telling Israel that they have turned so evil that He will no longer ignore it and punishment is going to come, this punishment will come by the hands of the Assyrian army. God says he will send Assyria to Israel and because He has foreknowledge He is telling them what the ruthless army is going to do to them, God is not the one doing these things, it's the Assyrian army and their ruthless dealings with their enemies.
