Flair as in bartending tricks? I dunno.
We are 200 km from L.A., and our city technically borders Tijuana, with the San Ysidro neighborhood.
I guess TJ being there is a mixed bag. You do have a fair amount of illegal immigrants coming from there (though I'm confused by immigration law, so I couldn't tell you who is actually legal). I have not bothered going to TJ since about 1984, since the traffic getting back in to SD County is usually pretty fierce. I'm just not interested enough to go there, based only on that. I am somewhat curious about their main shopping district (Revolucion?). Also, the soccer stadium down there is pretty new, IIRC. It'd be fun to go see Xolos in a Champions League or Liga MX match.
Jurrasic Park? Never heard of it, except for the movie.
