No, that most definitely is not right. Marxism, or at least the concept promoted by Karl Marx, didn't foresee the total ownership of society by the government, as we usually think of the Soviet Union. It was much more limited than that.

There are nations that employ elements of socialism quite successfully, such as Norway. The vast oil reserves are nationalized and provide income and services to the population instead of enriching a tiny group of aristocrats. I suppose this has elements of Marxism but I don't think it's the same thing.

Marxism is just the improper term for Socialism, they are the same thing. And it does work, just in a dysfunctional way. It's an effective system. Dystopian, sure, but effective.
