I find little kids can be entertaining, and very cute. I've never been somewhere that a kid was being really annoying, since usually the parent will take them outside if they keep it up for long.
Like another poster says, it really depends on the place. If you see a playground at the back of the fast food joint, you have been warned. If it's a place where you're expected to dress up and have a reservation, I wouldn't bring anyone under seven or eight. Maybe into their teens. If the chances are good that the tip will be ten dollars or so, then there should be a level of expectation going in.
