"A plan" makes no sense to a being which is so often described as somehow being outside of time. As soon as he implements "the plan", it's also instantly finished, from his perspective. So he's just writing fan fiction for himself that we can live through.
Normally a plan is a way to overcome a certain obstacle or achieve a certain goal. Since neither of these make any sense or should require any effort on his part, "a plan" involving talking monkeys is really just pissing about.
