I liked the detail about the religion where the "priests" are the only trained personnel who can operate the technology provided by the foundation.
And, when planets want the tech, but not the religion, economy becomes the driving force. It's like a mirror of the last 2k Earth years.
Overall entertaining, but with too much dependence on accurate control of a whole population by those with seemingly little control over them...
