She had to agree to the terms of her release (that she wouldn't interfere with marriage licenses continuing to be issued) so if she does go back to work and stop the issuing of licenses, she would not only be in contempt of court again, she would have perjured herself to the judge, wouldn't she? (Anyone know more about law than me?)
No, perjury is false testimony after the fact. This is simple breach of terms.
