Dictators very seldom kill people by their own hands. It's the dummies around him who are eager to kill people for their own gratification. The best way to handle any guy who wants to become a dictator is to blow his had off if he shows himself in public. It will save millions of lives and reduce overall misery. But the masses will rather be slaughtered than for one of them to get a backbone and eliminate the oppressor. It's human nature, which is why it has happen countless times in all societies throughout history. People love being oppressed.
