Some ghost documentaries and internet sites suggest that it could be natural and man-made electrical and magnetic impulses that have an effect on our perception. Being a lot closer to home, I would think this would be a more likely cause for visions and "voices" than some crystallized sound from the universe.
I also think people want to feel special, so either they A) really believe a higher power is talking to them or B) make other people believe it because they enjoy wielding power.
My ex once told me that he used to believe the voice in his head was god. He was lucky he was good in bed. It took a lot of grace and patience to come up with a polite answer to that one.
