I see marriage being a loving commitment between two consenting adults, not just procreation.
If the purpose was to breed why allow barren women or impotent men to get married?
Why allow people with injuries or just old to get married? In your world only people that can actually succeed in having children would be able to express their love for each other as they want, making you a monster.
