Formally, I'd say a Muslim is someone who says they are a Muslim. They shouldn't be required to explain themselves further to anyone. It's not a well defined term, so all you can do is take people at their word. A real Muslim is therefor also someone who says they are a Muslim.
To state otherwise is to assign authority to some particular person, who gets to say that some people aren't Muslim in some real sense, even if they claim that they are.
Informally, each person can make up whatever crap they want as being the criteria for being a Muslim. I can't stop them.
