And yet you will still, I presume, consider them lacking clear enough insight to consider fully the consequences of their actions-- though a murderer, buying those exact same items for the execution of HIS impulse, you will condemn on the grounds that this type of premeditation indicates sufficient self-control to establish moral agency.
