Yea, an all time low, that is like choosing between the religious bigotry of the 1950s and the Witch hunts. Nobody is claiming we have it worse, but that doesn't preclude improvement.
The reason it rises laws or not, is RATIO of population and economics. The planet also had a smaller population. To talk about rise is bullshit. More of anything, no matter subject is going to make management more complex. The reason we have more gun violence is because we have more humans and more guns. That still is not an excuse to reduce gun death. We can manage objects a lot better than we can humans.
