In India they let them run loose.  Well fed (and in India I'm thinking that is pretty damn rare) a cow will make a huge pile of poo every couple of hours, no matter where it is.

I don't think being a cow in India is all that nice for the cow.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
