I'm just trying to say that if you don't want to have sex, don't do anything sexual. don't make out. Don't feel each other up. I know it's fun to experiment, but being hopped up on hormones is as bad as being hopped up on any other intoxicant. It keeps people from thinking straight. You can put him in jail, but if all you're going to do is give her a hug and hope it doesn't happen again, you're not really taking preventative measures. And since apparently this has happened before, it seems like she needs to be taught something about how to keep it from happening again.
