The only sane position is to blame it on the ones doing it - and most of all, the ones organising it. These handouts didn't suddenly materialize. They were prepared by someone, who knows Arabic as well as German, and these men were recruited in some way for whatever purpose.
So, what I'm really missing in this discussion, is discussing the background of what has happened. Someone had/has and interest in inciting a reaction. But to what end? What's their goal? That can swing in many different directions. Either the wish to incite hatred to recruit more footsoldiers for some middle Eastern cause if they feel unwanted. But inciting hatred is high on the rightwing agenda too. Or it's just a feeble attempt at a new form of terrorism. Could also be a coverup for some entirely mondaine cause, since many times the women being harrassed have also been robbed.
And I'm missing that kind of discussion in the media also. I'm sure, the authorities don't sit on their hands, but, other than reporting on the handouts, there's no news coverage.
