Buddhism does not explain any better why good or bad happen than any other religion.
Rape happens as an unfortunate part of evolution. Unfortunately in reality both cruelty and compassion, force and cooperation work in evolution. The good part of reality is that evolution produces empathy and is the real reason humans for the most part refrain from harming others.
The rape victim does not deserve it no, but the claims started by a delusional man of antiquity does not explain anything. Buddha, is a questionable figure just like whatever nice things Christians may claim about Jesus, it still does not matter if either existed. Both still would have been mere men who managed to market a new religion based on surrounding and or prior motifs.
"Suffering happens for a reason" is the same comic book excuse the religions of Abraham use.
Rape is natural, but unfortunately religion uses the word "natural" as a form of comic book good. In science both the constructive and destructive parts of life and nature, are simply things we observe that occur. Rape is bad, just like a volcano is bad, just like cancer is bad, but none of good or bad are magic or based on superstition of any kind.
The reason one should not rape, is because of our evolutionary empathy. We refrain from harming others because we have experienced harm in some way to ourselves. No magic needed, no religion needed to explain the good or bad that happen in life.
