"What happened in the past" means all of the individuals actions (good and bad karma). We should not be glad for such assaults.
Karma seems to approve of it. When little kids are tortured to death or sexually violated or blown to pieces as collateral damage in some war, Karma nods with approval, because they clearly deserved it by some vague standard that they will never understand.
