Those astray in Suratal Fatiha doesn't refer to those lead astray by God in other verses, the latter is about those who God's wrath is upon, while the former there is verses about the concept of those without power to reject Prophets or Chosen ones nor in their current state can find the way to the truth so as to believe in it. Of course, all those who God's wrath is upon are astray, but astray includes people who God's wrath is not upon.
