Both Hitler and Mussolini only ever managed to get a minority of the popular vote (around 20%). They made the transition to power because the conservatives were more afraid of communism and socialism than they were of the fascists. Yet there is this idea that the German and Italian population were wanting fascism. Once the fascists gained power they went about using it in different ways to grab even more power. The Nazis tried taking over every aspect of German life and inserting their political doctrine everywhere. Dissenters were killed and eventually democracy was halted. This is why we talk about the thin end of the wedge with things like the Patriot act, mass surveillance and the removal of civil liberties such the right to protest. These are mechanisms that are put in place which will make it far easier for a fascist like Trump to grab further power once they have a foothold. Once these mechanics are installed, it's very hard to remove them again. There are still functioning laws in Germany that were shaped during the Nazi's reign.
