The multiverse still does not solve the issue. What are the rules governing the creation of various universes? Those also are tuned then to allow for this particular universe to be created.

Well that's the $64,000 question. Are there rules governing the creation of universes? What are the parameters? What are the ranges of acceptable values? Until these questions are answered, talk of 'fine tuning' is just so much hot air.
