When fighting a war that you are winning (by far), yes. It's a good argument. Don't accept a little planet over in the corner of the galaxy as part of your peace treaty: ask for five planets. If they deny you, it means they think they still have a chance. And if they think this: build yourself up even larger. If they say 'yes, please take them!', it means they are weak, and you should accept their offering, and raze down what little they have left.
