If some one with 'super villain' powers would be content to rob second tier targets (branch banks, convenience stores) instead of places like Fort Knox, the Kremlin, Strategic Air Command, etc, they'd have easy pickings, could make up for the smaller hauls with more frequent hits, and not have the risk and exposure of the big targets.
Imagine the $$$ if 1/3 of all convenience store robberies were done by the same crook! Law enforcement might not ever connect the dots, or compare notes in different jurisdictions, and the 'super villain' could make a life of it.
