I know this because many of the babies in the wombs of non-believing women end up being aborted just for being retarded. Why do you think you see so few mongoloids anymore? So obviously atheists are not the only parents in the U.S. aborting after screening.
That said, the conclusion that atheist are less likely to care for born mentally retarded or otherwise handicapped people does not follow from your premise, even if it were true. The most secular states in the country provide the best care for the mentally disabled. I would be happy to discuss the ethics of aborting fetuses with indicators for Downs syndrome, but only if you are willing to admit that it is practiced by Christians as well as atheists, and that there is no indication whatsoever that atheists treat living mentally retarded people worse than Christians do.
