I didn't say one never should, but I was inquiring as to the reason. I see no reason to use an offensive term to insult an entire group of people who she doesn't know. That's why I asked why.

A retard means a mentally handicapped person, which is what the OP was talking about. It's only offensive when it's intentionally addressed to people who are not mentally handicaped, not the other way around. Just because PC culture has you covering your mouth and trembling in fear at every uttered word doesn't mean everyone has to censor themselves as well.
