A retard means a mentally handicapped person, which is what the OP was talking about. It's only offensive when it's intentionally addressed to people who are not mentally handicaped, not the other way around. Just because PC culture has you covering your mouth and trembling in fear at every uttered word doesn't mean everyone has to censor themselves as well.
No. You are incorrect. Retard as a verb is one thing. While saying "mentally retarded" isn't very PC it is, in general, not a derogatory term. When you call someone "a retard" as a noun it is an insult and is defined as such in most dictionaries. It is only used as an insult or a means to incite negative emotions/drama and/or by someone extremely ignorant and/or old who has been living under a rock for about 20-30 years.
