No. You are incorrect. Retard as a verb is one thing. While saying "mentally retarded" isn't very PC it is, in general, not a derogatory term. When you call someone "a retard" as a noun it is an insult and is defined as such in most dictionaries. It is only used as in insult or a means to incite negative emotions/drama and/or by someone extremely ignorant and/or old who has been living under a rock for about 20-30 years.
I'm not going to engage someone who is being deliberately dishonest and manipulative in order to win a point. I'd have to write a block of text to explain everything that you missed in my post, like I did in the past, but I learned my lesson.
