As far as I know, there is no statement in the Quran which says that dolls and action figures are not allowed for children.
There is a difference of opinion regarding the permissibility of dolls which are caused by certain hadiths, but not the Quran. Some scholars say yes, others say no. In the Shafi school, for example, dolls are permissible and it is not forbidden to buy and acquire them. And playing with them is not considered as idolatry.
Similarly, giving Muslim children small toys and action figures are also okay as long as they are not shown any type of reverence or respect. This is the strongest opinion and this is what I support as well. And besides, almost every Muslim house that I went to, and where there are children, I've seen them have at least one toy or an action figure in the house.
