Yeah, I'm pretty sure that qualifies as hate speech.  The phrase 'don't you hate those lazy niggers' implies that lazy white people are fine by her. Non-hate speech would be 'don't you hate those lazy people.'

only if said by a white person? What shade does your skin need to be before it's ok, or how light for it to become hate speech? If the person saying these words was referring to a specific lazy group of people who were, as a matter of fact, dark skinned, then I don't think it's hate speech. Crass, certainly.
