Kids are all different. But I think there is enough blame to go around. If this kid had a habit of running off, they should either have a leash and damn the haters, or hold his hand at all times. The zoo should have enclosuresome that don't have toddler sized holes in the fences.
Can you imagine just sitting in your house, minding your own business, and someone breaks in, and the cops decide to shoot YOU to protect the intruder? On the one hand, of course if it was my child is would want her safety placed firts, but on the other hand, if I step back and try to see the larger picture, humans killed another endangered animale to save an overpopulated one. Of course we are wired to value human lives over other lives, but that doesn't make it right.
And yeah, the parents should accept some portion of the blame. Not sure if anyone should be charged, but they are not 100% blameless.
