Some minor good news - customs opened my latest order and charged me tobacco excise. However the dumb incompetent shits only charged me for 1/2 the tobacco weight, so I'm pretty happy with that! I can actually prove it as I weighed the tobacco myself, and even deducting the weight of the cellophane wrappers they only charged me for 1/2 the weight of tobacco I received. In fact I don't believe they opened a single case (I had 4) and instead merely estimated the weight, low-balling it by half. The reason I say this is that two of the cases had their seals intact and all four were in shrink-wrap (and Customs aren't exactly known for kindly re-wrapping your cases after opening them). I'll be having words with the tobacconist in order to instruct them on how to make the package less likely to attract customs attention.
