Besides, unless the rules state otherwise the side that gets 50% + 1 is the winner. So if the pool of available voters is 50 million and only 50 bother to vote the side that gets 26 or more is the winner.
The weather was particularly poor across the UK, meaning a lot of people couldn't get out to vote. There are many reasons why people do not, or cannot vote.
A lot of people simply don't give a damn about political issues of any kind. They simply don't care.
