The leader of the government AND the leader of the opposition in the UK both backed "Remain". Imagine how many more people would have voted "Leave" if the Party leaders were actively advocating Leave instead? Once Cameron is out, the new PM will be pro-Leave, so any future plebiscite or referendum would only increase the number for the "Leave" side. For example, let's imagine in the USA there is a referendum on gun control - a referendum to change the Second Amendment. Firstly, the result of such a referendum would be legally binding anyway, so a do-over would not be an option. But let's imagine that the President of the day, his party and the opposition party take the stance that "it should not change" and people voted to change it 52% - 48%. The President resigns, a pro gun-reform President is sworn-in, and meanwhile the opposition leadership changes as well. There is a partition for a do-over referendum from angry people spurred on by the gun lobbyists, claiming that "many people simply said 'Change' as a protest vote". What would the future referendum look like if the first one had 52% support when the leaders actively campaigned against change - and now the leaders are pro-change?
