It would behoove them to do so before negotiations with GB are completed, if the aim or impetus is to remain in the EU in addition to declaring independence.
NI has an infallible method to join the EU at any time, a 50%+1 vote for reunification with the rest of the island. It's not going to happen overnight, but in 10 to 15 years the pragmatic and educated younger unionists may be more receptive to the idea. And with 45% of the vote guaranteed already, it won't take too many unionists to see te effect of no EU money to win the referndum.
