I guess it really depends on what you are basing it off of.

I would base it on how well someone fits into their particular society. How well they are adapted and connected. That doesn't even mean being well off, just well enough to live a decent life.

Yes, there are many Philippinos living and working abroad. In many countries for that matter. We would run short of nurses and orderlies if they were to leave, but it's not as if everyone of them is bound to leave their islands anytime soon because they lost all hope.
