I would agree with you, ofc, that the dynamics of white privilege do not apply in a county in which either the majority population or the majority power demographic is not caucasian. In those instances, the privileged groups will invariably be those groups with the numbers or entrenched authority to casually and even, perhaps, unintentionally force their normative narratives.
