With the private prison system there's an incentive to incarcerate as many as possible. It's legal slavery, and, from the top of my head, there's at least one judge having accepted massive bribes to ship as many as possible to the private complex. Far as I remember he's getting an extended dose of his own medicine by now.
Nowhere else in the world, except some legal shitholes like Singapore or Indonesia, drug consumption is punished as hard as in the US.
