Of course one has to be aware of possible terrorists coming to out shores. Immigrants and refugees are already screened when crossing the borders.
But this is the good old song of pointing out the obvious, repeat the message of be afraid, be very afraid, to tie it to the question if we shouldn't grant the services and police even more powers than they already have. And besides, it would be nice to know why this guy thinks that there will be a surge of possible terrorists coming to Europe because of fighting in Iraq. Yes, the Djihadis will go somewhere after being pushed out. But why not to Syria to regroup? Why not to another province in Iraq? Why to Europe of all places when it is the Iraqi army leading the attack, aided by Kurdish Peshmerga and some Iranian militias.
Some European based Djihadis will come back. That's for sure. But they're already on the radar. Going by my country alone, every homecoming queen has been arrested and put to trial.
