The rule specifically states that it's doxxing if it's personally identifiable information. I feel like like that should make a few things obvious.
Saying "my cousin Carl is dating this horrid woman and I can't stand her" isn't personally identifiable information about a private life or relationship. Saying "Steel Curtain is dating a horrid woman and I can't stand her." Is revealing personally indentifiable information about a private life or relationship because everyone does know who Steel Curtain is. That's my take on it at least. Now if you said my cousin D. J. Toodlefucks and actually linked your cousins Facebook so everyone would know who he was then that would be doxxing.
