He was required by Congress to report to them if he reopen this investigation. He informed them via the letter under discussion. He's not required by Congress to keep them updated on the investigation into Trump's connections with the Russian hacks.

I need to retract what I said about him being required to notify Congress. I was under that impression, but my impression was wrong.
