I wouldn't.  Any massive construction project has inherent value, even if it doesn't work as intended.  You could keep workers employed for years, subsidiary jobs would be created (entertainment venues, restaurants, brothels, etc) near the work sites, tax revenues would increase - all of these things have value.

The job creation angle makes some kind of sense, I suppose. But I woulod argue, building public shithouses for the same amount of money would create more value.
