There's a new rule that says you have to tell people if you bolded some of their txt. I do think that is a pointless rule but it's not something that bothers me too much.
Bolding can be used as emphasis on certain words, and emphasis can change the meaning of statements.
Therefore, to avoid changing the meaning of a person's statement by quoting them and adding bold tags, you note that you added them, not the person being quoted.
Its also not a new rule, it's been around for years.
