I'd like to see aid for children disbursed 50/50 between mom and dad, regardless if they're still together or not.

And still failing to support the kid(s) with those funds by either party would still be a criminal (child neglect) offense.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
