As for those intelligence reports convincing everyone of WMD's, it's well known that the administration was already looking for a reason to tackle Iraq, so I'm willing to bet that there was a lot in those intelligence reports contradicting that narrative. I guarantee you Cheney and his minions only used what helped them sell the story and discarded the rest.
It wasn't a failure of intelligence reports. It was the failure of the American people and their politicians to see they were being sold an obvious pile of bullshit.
