You're assuming Trump is savvy enough to understand what is going on. Putin announced that Russia would not retaliate, and Trump high-fived him via Twitter. He'll probably welcome back the diplomats with a red-carpet affair and a rah-rah speech. We have to stop pretending that he has any kind of filter in place.
