Let's not forget the Caligula built two gigantic and enormously expenses ships on Lake Nemi which were the height of first century luxury and, like a lot of what the WLB does, seem to serve no purpose except his own aggrandizement.
And the Nazis burnt them as they retreated from Italy, just a nasty peace of historical vandalism.
